That’s confusing wording on my part, sorry—I’ll fix it. The 15 million is total migration trips across the period, I believe, which as Jaiswal notes (and Beckert fails to mention) is also substantially made up of returnees, and not only unique migrants. It’s not the number of Indian immigrants in India in 1921.
